So just to be clear , you have paid £42 when the PCN arrived ??
If yes it's too late to appeal. But you should be complaining strongly to the CEO and providing proof of patronage and getting it cancelled and refunded
I would also be complaining online to the BPA AOS team that Horizon have failed their CoP , clause 13 , a minimum of 5 minutes0 -
No Redx, that's a different PCN they paid in error last month.
And this PCN is not for 3 mins overstay, it is alleging you failed to validate the receipt. So send them a copy of the receipt/bank statement and tell them that the driver did validate the receipt.
DO NOT NOT NOT AND I REPEAT - NOT - SAY WHO WAS DRIVING. DON'T WRITE ''I DID VALIDATE MY RECEIPT'.
You must have seen from other Horizon PCNs that they don't use the POFA and are a cinch to beat? They can't hold a keeper liable and if you'd known this with that first PNC it was easy to beat. Never pay these.
Easy to win as keeper and you could simply have copied the template appeal from the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nope that's standard wording. It's for failing to validate, so they say.
