    Seems to have been an accident-management company's licenced rentacab, going to taxi drivers whose own vehicle is in dock after a crunch - which may explain all the irregular tests and relatively low mileage... A new test when it goes on-licence in a particular region. It might also explain why an Essex-reg car is in Scotland.

    The Scottish Borders doc shows the licence is in the name of Proximo Ltd, starting June 2019, coinciding with it being tested after only 1mo.
