    Remove all this unnecessary introduction and don't replace it with anything:

    For whom this may concern,
    On the date of xx/xx/xxxx I received the following document Notice to Keeper from UK Parking Control Ltd (UKPC Ltd) (attach front of document 1) This document claims that a vehicle with the registration mark of xxxxxxx was seen entering the location of xxxxx at xxxxx on the date of xx/xx/xxxx and then seen leaving the location of xxxx at the time of xx/xx/xxxx This document was reported to be sent to myself as the registered keeper of the vehicle in question. On the date of xx/xx/xxxx as the rergistered keeper of a vehicle colour xxxx with the registration xxxxxxxxx I submitted a request for further information to UKPC LTD. UKPC LTD subsequently responded on the date of xx/xx/xxxx stating that the appeal had been denied and that the options were to Pay the charge of £X or go to POPLA.

    And the sign is interesting as it only relates to the hours from 9pm to 8am.  I assume your car arrived earlier than that? Therefore the terms advertised at the entrance don't apply, or are in any case, void for ambiguity.  You should make a big thing of that and point out that, where contract terms are ambiguous, the Consumer Rights Act says that the interpretation that most favours the consumer must apply.

    You have a typo here:
    5) Validity of their operatig practices on the site 
    And a typo in the misspelling of what should read 'plausible'.  I think that part is too hidden and when I said 'make a big thing of it' I meant put it alone as point no 1 and don't say ''it is plausible and possible'. 

    State that the sign DOES say that the 2 terms xxxx and xxxx' (as stated on the sign) apply only between the hours of 9pm and 8am.  There is no other possible interpretation!  Put that as point #1.

    The numbers in the contents list does not tie up with some of the main body paras.

    I would suggest paras 5 and 6 are basically the same.


    If you are going to use  paras 7 and 8 (not usually relevant for POPLA),  -  UKCP is still being used for ppc.

    Also the retail park name is spelt incorrectly.

    **Update**
    It took them a while.

    They have re-opened the POPLA and a  document has been sent.

    I will update as and when ( they said 21 days for the other side to respond. )
