    I've got an appeal going at the very same park where a genuinely disabled person used their 'disabled parking' with no blue badge because UKPC couldn't be bothered using a  'disabled parking - blue badge holders only' sign.
    I found some deficiencies to do with their disabled parking signage at https://www.britishparking.co.uk/write/Documents/AOS/AOS_Code_of_Practice_January_2020_v8(2).pdf 
    maybe they have missed something general if you go through it.
    I also pointed out that the text on their information signs is too small, with all that is readable from any distance being the logo which conveys no info that it is even about parking, so why would you walk over to it to stand under it and attempt to read it?.  
    As at T minus 2 days, they had not stated any case at POPLA.  POPLA then pulled the plug on appeals (which I was initially angry about, since it gives them indefinite time).  
    My case is different to yours I guess though, they do have quite a few signs including the time limit at the entrance, I can't say if POPLA will just auto-accept them or not.  I'd sort of half expect POPLA to ignore their own rule about disabled signs (their rules are pathetically insufficient anyway).

    People with POPLA Codes at the moment, should register a short holding appeal with POPLA, with some bullet points, and state that they reserve the right to add more later, as promised:

  • So a basic appeal for a case simular to this one would be something along the lines of (in no particular order)

    Grace period to be applied for both entering and exiting the area
    Improper fonts and signange that was too difficult to read / see
    Visiting multiple sites in the retail park one of them for a meal

    No authority to issue charges?
    No landowner contract?
    BPA Code of Practice shortcomings?

    Put them in which will make sure you have as many bases covered, albeit in bulletin point format.

    Appeal this speculative invoice as the registered keeper not the driver on the following grounds;
    • Grace period to be applied for both entering and exiting the area
    • Improper fonts and signange that was too difficult to read / see
    • Visiting multiple sites in the retail park one of them for a meal
    • No authority to issue charges
    • No landowner contract
    • BPA Code of Practice shortcomings
    this is not an exhastive list
