You use ''I'' but you simply tell them to please transfer liability so that you can appeal this and take responsibility for it as HIRER/LESSEE.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, today I have received my "Parking Charge Notice to Hirer" for breaking the condition "Failure to Pay for Duration of Stay". Do I now forward this template: "I am the hirer/keeper of the above vehicle and am in receipt of the PCN you issued. I have no liability on this matter as you have failed to meet the requirements of Schedule 4 of The Protection of Freedoms Act 2012 namely, but not limited to, failing to supply the additional documents mandated by section 14 (2) (a) of the Act. You cannot therefore transfer liability from the driver at the time to me, the hirer keeper.."

You are not forwarding anything at all !!
You use that template to appeal as hirer , usually on the website of the parking company
Can we presume they have failed POFA , not included hire documentation etc ??2 -
As above, appeal as hirer/lessee using the relevant edna basher template.
If the scammers have failed to comply with paragraphs 13 and 14 of the PoFA then add a one liner to that effect, meaning you as hirer/lessee are not liable and the charge should be cancelled.
If it is rejected, then make a hirer/lessee PoPLA appeal using all the relevant appeal points available to you, and post your draft here for checking before you submit it.I married my cousin. I had to...I don't have a sister.

Believe it or not , Edna is a he , him , male person
But yes , follow his advice , read the popla decisions thread backwards from the last page , find a hirer Popla appeal that won , use as much as you can from it , changing it to suit your case , so change locations or descriptions etc , to make it factually correct , but not implying who was driving
Read what was said above about those missing documents , the driver has not been identified , etc2 -

No documents just the letter. As I mentioned before the hiring of the vehicle is handled by a transport department, passed onto my manager in another department who passes it onto a supervisor who passes it on to me, so I don't even know how they would come up with the documents so maybe that works in my favour(?).Le_Kirk said:
