Hello I am about to send this to the Fleet assistant and my line manager:

In regards to the Penalty Charge Notice you have received on 18/9/2020 can you under the lawful obligation of the Protection of Freedoms Act 2012 name I as the the registered keeper/hiree of the vehicle (xxxxxx) so I can proceed with a formal dispute of the said Penalty Charge Notice. Please be aware of the transfer of liability slip on the Penalty Charge Notice,

It is NOT a penalty charge notice, it is a PARKING charge notice.the Protection of Freedoms Act 2012 name I as the the registered keeper/hiree
You should say "me" not "I" and you cannot be the registered keeper. You are the hirer/lessee or day-to-day keeper.

As above , terminology is crucial here , don't blow it
Parking charge notice (PCN) , not Penalty !!
It's name me as keeper/hirer , or better still what Mr Le Kirk says above in his reply
Hirer/lessee or day to day keeper , (use all of those words , ALL of them)
Do not use a phone on this forum , you will miss half the information , use a laptop or tablet
Check the Edna basher links at the bottom of the first post in that newbies FAQ sticky thread
It's the last link at the bottom , just above worked the same day
The template mentions Topher and other items that need changing , altering or removing to suit your own PCN , in other words it is adapted such that it fits your case and is sent to the parking company by the fleet manager
Or the fleet manager completes the transfer liability section on the PCN that came , naming you as keeper/hirer/lessee , the day to day keeper , but preferably as the actual hirer2 -
Get them to name you as the HIRER. Not keeper. Hirer.4

Hi guys, I was delayed in sending the letter to the fleet manager due to a personal matter but as a preface to the template letter do I be vague and not name myself as the driver for example "section 4 of "POFA" gives you the right to identify the driver of said vehicle, please see letter attached or alternatively fill out the transfer of liability slip".

Do you mean conceal your identity to your colleague? Surely you know that better than us. Is he/she likely to pass it on to the PPC?You never know how far you can go until you go too far.1

Please do what you have been advised to do. The fleet manager was not present at the time of the alleged event so cannot possibly know who was driving. The only thing that is within their knowledge is the identity of the hirer/lessee/day to day keeper. Tell them to use the exact words, "hirer/lessee" when naming you in order for them to comply with the above Act.

I do not have a anything to do the transport department who hires the vehicle so they would not know who I was anyway, only the department which uses the vehicle, then my line manager would pass on the pcn to the driver. So I have to contact the fleet manager directly and give him my details. I was just unsure if I was to be vague as earlier in the thread I was told to not to use "I".

Do as fruitcake says , the driver should never be mentioned , you are telling them to make you the responsible person for the vehicle , doesn't matter who was driving , the topic should never come up so do not force the topic
You are taking responsibility for a PCN to arrive with your name and address on it , from the parking company , once they name you as hirer
They should not be passing a PCN to the Driver , they should be naming the hirer to the parking company , it's that simple3 -
Complicated chain of responsibility for the vehicle, looks to me like your best designation is 'day to day Keeper'. Or hirer will do. Just as long as the 'd' word doesn't crop up in any communication with the parking company.
If you've used your real name as your screen name, it'd be best to ask one of the forum administrators to change it pronto.4
