Take the portal option and just add a line stating NONE OF THE REASONS OFFERED WERE ACCURATE SO HERE IS MY APPEAL...

I too would go with the last option shown that mentioned signage, and adding a one liner in the appeal text that none of the options were applicable. You do not need to include photos either despite what their portal says.
Do make the complaint to the BPA about being unable to appeal as keeper or hirer.I married my cousin. I had to...I don't have a sister.

hi I received a response to my appeal informing me with a POPLA code. I just now go to POPLA with the code and appeal that way?

This is the email rejecting the appeal, in the letter they are stating "the vehicle broke the following parking regulation". It sounds like to me they are trying to get around the whole vehicle hirer/keeper and blame the vehicle, I don't know.????

The vehicle was the transgressor , the catalyst , the driver has liability as driver of the offending vehicle !! Standard practice and nothing to worry about
As hirer or lessee you are appealing on various points , the main one being that the claimant failed to comply with POFA , so as keeper you have no legal liability in law
So they fail the law then you win on a technicality
Now construct a typical Popla appeal based on other 2020 hirer or lessee keeper popla appeals , changing any details to suit , same as everyone else with hire or lease or company vehicles1 -

That letter you have shown tells the world your POPLA code. Let's hope someone with a different objective to you doesn't try to appeal to POPLA on your behalf.2
