They have given you an extra 14 days ....... keep them waiting.   Put your case in front of them as you well described above.  Let them come back with answers, for them, no answers will cause them a problem in front of a judge.
With QDR that is not unusual ?

Also ask for their legal authority to add the extra amounts per ticket.
If they want a judge to believe them, they had better come up with a good answer.
There is no answer but they will come up with junk, making refence to Beavis and the damp squib appeal of BWLegal.
