That she opened her own paypal account seems a bit of an irrelevance - if she had only been able to spend her own money from her own bank account this problem would not have come up. And if she had had access to her mother's paypal without her own account she could still have spent her mothers money without needing her own paypal account. The relevant issue to me is how did she get access to her mother's paypal and were there any failings by paypal in this?

Your bank or her bank won’t repay it. I assume if the bank request a charge back PayPal will refund it then debit the daughters Paypal account. Then they can try to collect from her, while also acknowledging that they didn’t do their due diligence when allowing a minor to open an account.Why should PayPal or my bank repay the mother because of the theft by the daughter?
How did OP's daughter log into her mothers PayPal account without access to the password or phone? My PP account requires 2FA and texts me a code to get access.
I would suggest that OP tells the mother to put some of her daughters trinkets on ebay to recover her loss and dock their pocket money accordingly.
the daughter can then pay PayPal back.
As an EBay seller I’ve had loads of chargebacks against me for nefarious reasons with no investigation by PayPal.0 -

Sorry but why are you trying to pin the blame on Paypal here? Your friend's daughter is old enough to know exactly what she was doing and why on earth should anyone be expecting any money back? She used the money to treat herself and her friends so why would anyone else have to pay for that? This seems entirely a family matter that needs resolved personally (since your friend does not want to call the police). Hard lesson learnt.2
