Looking for a Broadband Provider who won't charge extra to reconnect an existing BT line

Apologies if this turns out to be "War and Peace" but I will try and be as brief as possible.
I, like a lot of people change Broadband provider every 12/18 months to get the best deal. I have been with various companies over the years and have both a BT line and Virgin line in my house.
My current provider is VirginMedia with my contract due to end on 20th October 2020. The BT line was last used one year ago. It should still be in working order and just needs reconnecting to the new provider. I have spoken to "Openreach" and they confirm if the line is still in working order then it is just a case of the engineer doing very minimal work at the street cabinet to connect me. Openreach obviously charge the provider for this service.
Due to personal circumstances, which I won't bore your with, I am having to reduce my outgoings so therefore I am looking at changing from Fibre to Standard Broadband. I have been looking into the current MSE deals for "Shell Energy" and "Plusnet"
Previously when I have changed provider I have never had to pay extra to have a working BT line reconnected to the new provider.
I have spoken at length with both "Shell Energy" and "Plusnet". Both companies are going to charge me the price of a "new line" install regardless of whether I need it or not. So "Shell Energy" are going to charge me £60 to either "flick a switch/press a button" or install a new line and "Plusnet" are going to charge me £49.99 to do the same. There is no way out of this extra charge.
So what I am asking is:
What companies do not charge this extra reconnection fee? I appreciate this means I will have to pay a little bit more each month.

If I have to pay a fee to reconnect the BT line that costs the same as a "new line" install can I insist on a new line install? May as well if its the same fee.0

They don't install a New Line as such , as in rewiring from exchange or cabinet to home .Have you tried BT for broadband .1

I've spent hours and hours on this and it looks like the only provider I can get connected for free is with BT themselves.0

I've now gone with BT because I don't have to pay anything to reconnect the the line that is already there and regardless of whether it works or not. BT will fix or repair for free. I haven't saved much monthly but I did go through a cashback website so made some savings that way.
I have always changed at the end of each contract to save money and get what I think is a better deal but it has been so difficult this time even though I am a "new customer" to all of the companies except Virgin Media.0 -
Just had Talk Talk installed moved from Virgin , no new line fee for me.1

I'm in the exact same position with Virgin, it is annoying having to pay to flick a switch back to a BT line provider. I was with BT 12 months ago before switching to Virgin so will have a look at them and TalkTalk.1

Yes you move from Open Reach network to VM network . Better to negotiate a better price .
