Need help appealing / cancelling of "PCN" from One Parking Solution. Thank you

Dear All,
I would be grateful for some advice and direction as to how to eventually have this Notice cancelled please.I had parked on a kerb outside a construction site that was all fenced (so I was NOT on the construction site/land) and it Sunday 06/09 and no site work was taking place. I hadn't been more than 4 minutes as I literally popped in the local shop to get bread and milk. I come out to see that the "warden" was about to start taking pictures of my vehicle (by then he'd already printed off the ticket which he was holding in his hand). I caught his attention while he was taking pictures of the car to let him know I was coming back to my vehicle  and I said I hadn't been more than 4 minutes but he said it was too late as he had already printed the ticket. I asked him why had he not printed it after he's taken his pictures and he only responded " sorry it's already done now". I have the shop receipt that shows the time i completed my transaction was 13:11 and his ticket was issued at 13:12. And the reason for issue was: "VEHICLE NOT PRE-AUTHORISED".  Pre-authorised for what exactly? what kind of "offence is that? i was not even on the construction site and their gate was locked anyway. Can anyone kindly advise how to fight this please? Thank you.

    Seems like a council ticket to me, unless you state differently, pop over to Pepipoo.com and post there.  This forum majors on private parking companies.

    Thanks Le Kirk. But i confirm it is Private as I spoke to the warden and he confirmed also...I have the windscreen ticket showing it is One parking solution ltd. I just checked their website but it's not working.

    Also the ticket doesn't give the exact location as the council ones would. It just has  "Site name: Marlowe Road"
