I waited for RAC as a lone female for 4 hrs! Is this acceptable?

You should have been a pretty high priority, if they knew about the disability. However, the highest priority ever doesn't necessarily mean it's quick if they are really busy. I expect with the heat wave there were a lot more breakdowns than usual with cars overheating.
I don't think there are any breakdown companies with a guaranteed arrival time.
I had one not that long ago that wouldn't start if it was too hot. It was always fine by the time a breakdown vehicle arrived though.

We had amazing service once, we were test driving a car that my husband wanted to buy. On a main road in otherwise rural Devon the car ran out of petrol
. 2 minutes later a passing RAC van stopped and when we told him the problem he towed us back to the dealer. It was only a few minutes away. We didn’t belong to the RAC at the time.
Over the years we’ve not had to use the breakdown services more than a couple of times. Both were with the RAC and we were never kept waiting for long.0
