"Have tried to call the cark parks managing agents (seperate to the managers of block) who manage on behalf of the land owners but no answer via phone."
which would seem to indicate that the car park landowner may be different to the freeholder of your block. Is that the case?
I've only had a quick scan of this thread so sorry if I have missed anything. Who, actually, uses this car park?

I am awaiting SAR from met parking but to be honest im losing sleep over this and i cant help feel that my case is similar to miss mackie as there are so many fines here.
I cant find any posts on offering a settlement. How much should i offer per ticket? Can i offer the original fine amount at £50 per ticket or a lower amount? Who do i offer it to CST /MET or the landowners?

Different laws in Scotland , or do you believe that devolution didn't happen ?
A better example for England and Wales would be Beavis or some other resident of the UK , who isn't in Scotland or Ulster , so like Elissa Corrigan or Laura Jopson
The Mackie case wasn't a residential case either , but was brought under Scottish laws to a resident of Scotland2 -
