Regarding POA - the fee can be reduced or waived if the donor has a low income/is on certain means-tested benefits.

I think more people died of cancer and flu than Covid today, and yesterday, and all of 2020 tbf

The difference is you are choosing to shield , it is no longer on the advice of the powers that be. It’s just the same as any normal times if a person chooses not to go,out. 

My step mother has been told 'by the powers that be' to shield still.

Who are "The powers that be"

They must be worse than "clinically extremely vulnerable" then !
