    I just looked up the dates to remind myself: the scheme was announced on 26/3/20, and anyone otherwise qualified had to have submitted their 2018/19 tax return by 23/4/20. So those who were already 8 weeks overdue from 31/1/20 still had an additional 4 weeks to submit their return. 
    I fail to see what more HMRC could have done. Their administration of SEISS has been one of the few praiseworthy government actions of the last few months.
    It's ironic that the OP has not only missed out on £13K of SEISS, but will also be charged £100 for the late return.
    No free lunch, and no free laptop ;)

    The answer to the question "what more they could have done" is to extend the scheme to the date that the OP filed their tax return.  After all, that's all they really care about. It has nothing to do with fairness.  It's about the OP getting theirs.
