Not for legal reasons. Back in 1992, my solicitor explained that a signature on a FAX was every bit as legally binding as on the original document.
There might be issues about signing in front of witnesses (although doing so would probably violate quarantine regulations) but under the current emergency it has become possible to witness a signature via Zoom.

It was just a possible scenario.I've had scanned copies of modern birth certificates rejected when opening a children's ban account, hence the suggestion.0

Reports from plenty of people suggest that the form checking is sketchy and any follow up checks are practically non-existent or merely consist of someone calling to remind you of your obligation.
I have personal experience of travelling to Bristol airport from Italy and there were staff checking forms on arrival which meant there ended up being an arrivals area which was ludicrously overcrowded. However, for those who hadn't pre-filled the form the online option was a website link so you could fill it in before heading through passport control. Those who told the staff they hadn't got means of accessing the link were not offered another option and were asked to proceed and fill it in as soon as they got home.
It is of course a farce.
It’s just political posturing to try and make the public believe the Government knows what it is doing. Very little real life experience in Government and poor leadership.
It’s a bit like the quarantine policy where there is no resource available to control, check or manage it. Introduced far too late and without it being thought through as to how to manage it and the impact to the public for poor and late decision making. Not to mention the enormous economic issues being faced by the travel and aviation industry.3
