Back and forth to Spain

My friend is in Spain, returning to UK on Tuesday but wants to come back here next Monday. Can he do that under quarantine rules? I can't find any answers on Gov website

No IMO - he will have to self isolate for 14 days, before or if he can find another flight back to Spain.1

It's not even just an IMO... your friend must submit their details as they arrive in the UK including the address in the UK where they will be conducting their 14 day isolation. A family member of mine flew yesterday and they took details from every passenger on his plane and he is now in self-isolation. It is a criminal offense not to fill out the form. And I believe the media have suggested the penalty for non-adherance for 14 days is potentially jail. I'm sure they aren't checking everyone, but it could be a bit silly to try going back to an airport in the middle of that 14 days and thinking nobody will notice.

Sheramber is correct. the requirement is to isolate while you are here. The UK isn’t a prison, you are allowed to leave.
as for the rules on isolation, you are allowed to travel on public transport (only) if you have no other way of getting to your place of isolation.I'm a Forum Ambassador on the housing, mortgages & student money saving boards. Ok, so it's good that we know that - I guess it's a "transit" exemption? But now the question is why would your friend want to come "home" for six days then leave again to go back to the same place? They can't even go to the shop for bread and milk. I can't be the only one thinking it's a waste of time and money and tbh a kerfuffle most people would rather do without!

It does seem odd that somebody arriving in the UK has to self-isolate and can't even leave the house to get food, yet they can return to an airport and spend several hours around other people with no constraints.
