there was an incident a few years ago , with boy racers tearing around a village past the village pub at high speed. so one of the locals who was into theatre, dressed up in a fake police uniform with a home made speed gun. he waited in the pub garden and when he heard a car coming he would pounce. the police found out about it. he got a police caution for his trouble.
No, he got a police caution for impersonating a police officer which is illegal.
you can just imagine all those people waiting for something to arrive in the post, and turning out drawers trying to find their driving license!

The safest way to collect evidence will be from the rear window of a white van parked in suitable lay-by. You can't display any official camera signs or the speed limit on the van, but "It's 30 for a reason" would be legitimate text to hang in the other rear window of the van - a vinyl sign-maker will make such a sign that can be flipped around while driving the van to the lay-by. The font needs to be dissimilar to that used for road signs so you can't be accused of representing yourself as 'official' in any way.

There is no requirement to publicise or notify drivers of speed cameras, although police forces tend to do so as a matter of policy.
The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.

You missed out a very important bit of information- how many actual accidents/crashes have there been in the last 6,12 and 24 months.
How sure can you be that they are doing 45+mph- have you measured this or are you just guessing ?
  • Complain about the lack of enforcement to your Chief Constable and the local Police and Crime Commissioner.

Who is responsible for putting up those signs you often see that light up and show your speed as you are approaching a 30 or 40 limit?  The council?  Complain to them and say you want one.  (Where we are they seem quite effective).

Get as many neighbours on board as possible and get everybody to write to and complain to the (elected) Police and Crime Commissioner, the (elected) local councillors and the (elected) local MP.

I know the narrowing of lanes is an effective method of slowing down motorised traffic but obviously I don't have the ability to implement anything along those lines. Any other suggestions on how residents can act against speeding?

Ignoring the fact you don't have a speed gun so are basing the speed they're doing on nothing more than guess work usually on how much noise they're making (I've had people tell me I'm speeding in my lorry even though I was doing 5MPH under the limit, judging it purely on the engine noise and the banging the empty trailer was making as it went over the potholes) you may not want to do that. A local village campaigned for years to get a speed camera installed and the vast majority of people it caught turned out to be the villagers themselves.

    I remember that.

We don't know if some or all of the villagers caught speeding were the same villagers who campaigned but it was still an amusing story.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".

Exactly that happened in our village.  Loads of people complained about speeders,  so the police agreed to have a camera van in the village from time-to-time.  First day it was there, the person who spearheaded the whole thing got caught doing 47mph in the 30 limit.

A number of years he old Colonel/Lord Lieutenant locally complained to the Chief Constable about speeding in the village.  The CC responded with alacrity amd guess what, the old Colonel was one of the first caught  :)
