The safest way to collect evidence will be from the rear window of a white van parked in suitable lay-by. You can't display any official camera signs or the speed limit on the van, but "It's 30 for a reason" would be legitimate text to hang in the other rear window of the van - a vinyl sign-maker will make such a sign that can be flipped around while driving the van to the lay-by. The font needs to be dissimilar to that used for road signs so you can't be accused of representing yourself as 'official' in any way.
There is no requirement to publicise or notify drivers of speed cameras, although police forces tend to do so as a matter of policy. The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.0 -
You missed out a very important bit of information- how many actual accidents/crashes have there been in the last 6,12 and 24 months.
How sure can you be that they are doing 45+mph- have you measured this or are you just guessing ?4 -
Complain about the lack of enforcement to your Chief Constable and the local Police and Crime Commissioner.Who is responsible for putting up those signs you often see that light up and show your speed as you are approaching a 30 or 40 limit? The council? Complain to them and say you want one. (Where we are they seem quite effective).Get as many neighbours on board as possible and get everybody to write to and complain to the (elected) Police and Crime Commissioner, the (elected) local councillors and the (elected) local MP.0

I remember that.
We don't know if some or all of the villagers caught speeding were the same villagers who campaigned but it was still an amusing story.
A man walked into a car showroom.
He said to the salesman, “My wife would like to talk to you about the Volkswagen Golf in the showroom window.”
Salesman said, “We haven't got a Volkswagen Golf in the showroom window.”
The man replied, “You have now mate".1 -

You could drive up and down the road at 30.0 mph all day.

A number of years he old Colonel/Lord Lieutenant locally complained to the Chief Constable about speeding in the village. The CC responded with alacrity amd guess what, the old Colonel was one of the first caught0
