I just read the PPC appeal response again, and I notice something that I hadn't fully grasped before:
"To avoid incurring further administration cost, please arrange your remittance of £60 within 14 days from the date above (we reset the clock). Please note that after this time the Parking Charge Notice will rise to £100.00 if you pay within 28 days from the date above and to £160 once we pass the details of your case to debt Recovery Company."
The PCN stated a fee of £100, reduced if paid early. But there was nothing on the PCN or signage in the car part that this can rise after 28 days. It only says "If parking ticket is not paid within 28 days we may contact the DVLA to request details of the registered keeper", and "Failure to make prompt payment may incur additional cost".
Do I get 28 days since the PPC appeal response, or 28 days from the date of the PNC?
If I wait close to 28 days and then appeal to POPLA and unsuccessful, the charge will go up immediately, or will the clock be reset again?

There is nothing within the made up rules of the unregulated PPC to give you 28 days or any other time period for a "discount". It is a "sweetener" to unsuspecting motorists who think they are getting a better deal and induces them to pay early/at all. It was always going to be £100. Why not follow the advice on the forum and get our 100% discount?2

You get 28 days to make the initial appeal from the date of the PCN. You have already done that. You then get about 32 days from the date of rejection and issue of PoPLA code. Do not miss this deadline.
Use all the template points from the third post of the NEWBIES as already advised, and post your draft here for checking before you submit it.
The charge is £100. It hasn't risen to £100 from £60, it was always £100 but the scammers have offered what is known as the mugs discount in the hope that mugs will pay the reduced amount and they don't have to do any more work.
The scammers cannot lawfully add a further £60 to the original "100 charge no matter what their ATA may say.
The fact that it is not on the signs which forms the parking contract, or on the PCN is in your favour.
AS well as making a PoPLA appeal, you should complain to the BPA that a fake £60 charge has been added on outwith the alleged contract that scammers seek to rely on.I married my cousin. I appealed to the PPC before I stumbled across this website, and that appeal used language that suggests that I was the driver, such as "I parked right next to the building entrance". So it doesn't seem good idea to state there is no keeper liability.No-one is saying you should; if you've already blabbed about who parked, you obviously can't use 'no keeper liability' but you use the other template POPLA appeal stuff from post #3 of the NEWBIES thread. No landowner authority is needed in EVERY case.I have taken loads of pics of the approach road to the entrance, the entrance signage, the visitor parking bays, building, etc. I recon I could write a hell of a lot about signage. Pics of the entrance(s) including poor or lack of entrance signs that inadequately warn a motorist.
Signs near where the vehicle was allegedly parked from a driver's point of view that show the signs could not be seen/read from the car.
Any signs that are damaged, high up on poles or walls, or hidden by foliage.
Distance pics showing how far apart the signs are.
Contradictory or confusing signs etcetera.
A close up of any sign showing even then how small the font is, how the Ts and Cs are too extensive to be read.

Thanks everyone. Just to be clear, I had read the newbies thread, and lots of other stuff. I've found the best aid so far is reading through some of the outcome summaries, to tailor my response. I was trying to understand all the argument points, so I don't appear stupid when sending the appeal off to POPLA.
It seemed wrong to me that the PPC suddenly introduce another fee if I don't pay withing 28 days of the first appeal, which wasn't in the NTK. Signage states "may incur additional cost", but it seems it automatically increases to £160 with threats of debt recovery. As this is not clearly in the "contract" I accepted when I parked, I should include on the POPLA appeal?
Can I complain to BPA at any time, or should wait until after POPLA appeal?

The 'additional charge' will count for nothing at POPLA. All POPLA will be concerned with is was the PCN correctly issued. The BPA have endorsed the £60 surcharge as detailed in their member-centred Code of Practice. But should this get to a court stage, that add-on will certainly be of interest to a Judge. Read the 'Abuse of Process' thread constructed by @beamerguy.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I have a draft (sanitised) POPLA appeal, attached to this post.
I would be interested on any feedback on this. Too long, too many photos, or should I add more? I could markup some photos suggesting where the PPC could place parking signs such that drivers would actually see them, for example to demonstrate how poorly the current positions are. I have found an old photo from Google maps that looks like a parking sign in a good position that no longer exists. I'm not sure that amounts to evidence though, so I haven't currently bothered.
Should this be top and tailed with my name and address, date of incident, etc, or is this specified when submitting through the website? I suppose I should at least add page numbers.

Remove #3 and #5 and the first picture of the sign. That one is readable. Get rid.
