Parking eye fine for Charnock Richard services

Options
I have received a PCN from Parking eye for 'Parking' at the services at Charnock Richard for over 7 hours.  wasn't on the services, I used the 'Rear access' junction to leave the motorway in order to go fishing, and then re-joined the motorway later on in the day. I obviously triggered their ANPR when I left the M6 and again when I rejoined.   How do I go aboout appealing?  Shall i just simply follow the templates in the Newbies thread?  Or do I mention that I left the services and therefore had not been parked.
Any help will be greatly appreciated.

    Yes.

You don't mention anything about 'I', but you can add a final para to the blue text template appeal as to the actions of 'the driver'.

You also assertively, yet politely, complain to the motorway service operator, telling them what happened in regard to what the driver did, and insist they tell PE to cancel.

You should also complain to your MP about this unregulated scam.

the access road is pricate land clearly marked no thru road , the services people do NOT want people using it , police object as well as its used as a rat run to gret off motorway

there is one enterance to services , and one exit , no other routes are open to general public .in fact signafe states NO THRU ROAD PRIVATE PROPERTY

I suspect that services will NOT assist with this one

But this appellant will still win.   That's a pretty harsh reply, twhitehousescat, why can't he use a road to get to a spot off the services, to go fishing?

To the OP, does your phone have Google location switched on?  It will show you drove off site, surely.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

fishing? , this route has been used illigally for some 40 yrs , resulting in hgv and otherv traffic blocking the villiges , it is an access rd ONLY for deliveries (staff and produce) to the site, police have and still do , issue penalty notices to people cought using this road without strict permission
people use this road as an alternative to driving 5 - 10 miles further down m6 , exiting then driving back down main a6 running parralel to m6 . all fishing sites are accessable via the  a6 after exiting the motorway at the correct junction

read this , and the goverment rules on this road https://www.lep.co.uk/business/revealed-why-lancs-m6-services-access-road-has-been-shut-1006667

either which way, the car was not in the cat park for the time parking eye allege.
If they wanted people to stop using an unofficial exit they would protect it with a physical barrier locked via a pin code or padlock.

Anpr on is own its not fit for purpose. If the vehicle was not on site I would ask parking eye what systems (ie foot patrols) they have in place to check that the data they gather is accurate and in compliance with GDPR

PE signs leave much to be desired, many judges do not accept that they form a contract, read this,

    https://forums.moneysavingexpert.com/discussion/5972164/parking-eye-signs-oxford-road-reading

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and an independent appeals service will be set up,

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    http://www.legislation.gov.uk/ukpga/2019/8/contents/of these Private Parking Companies.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    This may amuse you,

yes this case was NOT double dipping , nor where there problems with PE signage in this case ,

Half_way , the service dtation have gone to great lenghs to install phisical barriers etc , in fact on one side of the services rhis system is in place , but ironicly despite backing from police etc , the local counsil have refused permission fpr a gate or structure to be installed on the other exit road
