Waste of time sending a SAR without ID achieves nothing.
I think post covid we will see a very large ramping up of court claims.4 -
I haven't had an LBA/LBC letter yet, and have plenty of time. It's just cut - paste - add ID - resend, if that's the deal. Yes, this is all about the fact that not only are people not driving to those car parks, but there are no "debts" coming out of that, and nothing (or little) for the debt-collection vultures to take on as a result. So what do they do, they trawl through their back-stock of rubbish from three years ago.

Saving up potential claims against a rainy day. As long as enough people just go "Yeah, whatever, AFQL (anything for a quiet life)" then it's easy money.3
