    It’s the existing GIA that makes you ineligible

    I would interpret that as meaning the opposite, as in you qualify if don't hold either of those things, rather than if you don't hold a GIA you will qualify opening an S&S ISA and vice versa. 
    That doesn't mean I'm correct, it's just how I read it.
