This from the POPLA web site: -COVID-19 Update: We are putting all appeals received after 6 April on hold until things return to normal. If you want to appeal, you must register your appeal now as best you can. Motorists will be given extra time to submit their full appeal later. Full details on our FAQs page.
Just do what @Fruitcake cake advised, provided you have appealed to the PPC and received a POPLA code and it is still valid.

That's weird. I remember seeing that when I first went on the website a week or two ago but it's no longer at the top of the page for me anymore. I'll assume that if you can see it in your browser then it must still be in place and It's just not showing on mine for some reason. Thanks for confirmingKeithP said:

Use a laptop or tablet , not a phone
Try a different browser like edge , chrome , Firefox and opera
If in any doubt , phone them up , or put in a full appeal as normal when there is no pandemic2 -
Hi guys, I've gone to submit my appeal (and mentioned in it that I will provide more evidence and detail once the appeals process is back to normal) however I am presented with the following message when I go to submit it:
Please be aware: You will not be able to edit your appeal once you have submitted it. It is important that you have provided all necessary information as you cannot challenge POPLA's decision later.
Do you think this is just something that they have forgotten to change on the site? I haven't submitted it yet just in case something has changed. I will get in touch with PoPLA but thought I'd also ask here in case anyone has already seen this and found out.0 -

Let us know the outcome so others can be advised if they come up with similar questions. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
