So it's been 5 working days without a response from the CEO of Aviva and I have 9 days until I need to have sent a PoPLA appeal. Could someone please suggest the next step to take? Should I email someone else? Another email to the same person? Start formulating a PoPLA appeal?

    Thanks :)

Well you should have your POPLA appeal ready anyway, just in case. Thats better than leaving it till the last minute
Your job is to do all you can to get the landowner to cancel. Keep trying

You can send a 'holding' POPLA appeal since they changed their appeals guidelines. Check their website. Also read the following thread.

But do make sure your truncated holding appeal is submitted within the standard POPLA deadline.

"I will still write to the landowners and my MP so thanks for your response. Would it be better to write to my MP or the MP of the area In which the car park is?"

Anything happening with getting your MP involved?

You write to your own MP.

Why haven't you just popped in a very short holding appeal as per the current situation explained by POPLA, and stated you intend to add to it when POPLA make that possible.  You may want to ring them to make sure that offer is still available over the Summer because it is only temporary.

I unfortunately have no idea what a holding appeal is but I'll go and look into it now. I thought the appropriate steps were to contact the landowner, appeal to the parking company if that fails and then make a PoPLA appeal. I'll go and find out more about a 'holding appeal' and get back to you. Thank you.

A holding appeal could be as simple as the headings of the usual tamplate appeal points from the third post of the NEWBIES.

You wish to appeal on the following grounds, and will submit a more detailed appeal later.

    1) Not the landowner
    2) No standing (no valid contract) to issue parking charges
    3) Inadequate signage
    4) BPA CoP failures
    5) Predatory and vindictive tactics (previously using pictures of two different cars, one of which was never owned, kept, registered, or driven by you)
    6) Anything else relevant

Have you found the PCN showing images of two different cars? If so, please complain to the BPA and DVLA once you have submitted your PoPLA appeal.

How do I differentiate this from my final PoPLA appeal? There is no option that I've seen to submit a holding appeal so I assume that I submit it as my normal appeal (i.e just go to the PoPLA website and click 'appeal') but where will I have the chance to finish my appeal in more detail?
