 Before this was changed, was there any parking company involved? If not, did PCM carry out any consultation of the resident/tenants/leaseholders?  Hi, There was briefly another company employed to do the same about 5 years ago , which I think lasted about 6 months. From the date the estate was built, there was around 8 years without one of these firms being employed.Le_Kirk said:

 The housing developer or estate management didn't carry out any any survey, let alone PCM ! I heard that it come from two residents who did nothing but complain daily to the estate management office , until they just caved in and employed PCM to come in, erect signs and give them the ability to ticket.0

            I've sent a SAR to the DVLA and awaiting the reply.
 I got some info back from the landlord , who was also under the impression parking in the courtyard area ( where the garages are ) and in front of the garage was OK. When he purchased the apartment and when there was no PPC on site, the Property Information Form he got back on the sale mentions this specifically. I guess this means little against the lease, but it is the basis on which the landlord bought and rented the place.
 I spoke to the estate management office today, they confirmed not ask residents regarding bringing a PPC on site, but the girl I spoke to tried to claim they didn't need to. Her boss is going to contact me on Monday regarding this point.
 I'll upload the two pages of the Property Information Form first and then two pages from the lease he has sent me which is the only bit regarding the parking.
 Any further advice gratefully received.
