Just another thought.
Any business model for a PPC should be based on the actual cost of parking. Should not include revenue from PCN's. In other words the firm should be viable without issuing PCN's.
I do think that with the effects of the pandemic on these businesses and a robust CoP some of them will not survive.
Just as a matter of interest how does a member of the public get to have their two penny worth?

With shops now open with queues to get in, the scammers will start, will they win, doubt it when the motorist is complying with government instructions. The 2, 3, 4 hour free parking is a no go.
They will try to recoup by claiming for old tickets and no doubt DCBL will have a lemming hay day
I am very surprised that Simon Renshaw-smith has not yet sued the covid19 virus for loss of business ? probably well beyond the capability of Jake Burgess ???
