Thanks all. A few of the ideas are duplicates and some compliment existing ideas, so I've incorporated/amended the previous suggestions as appropriate. Please feel free to suggest alternative wording and additional suggestions to improve existing ideas
Perhaps at some point we should have a vote for the top five or top ten ideas we want to see incorporated. Of course some of these suggestions will hopefully already be included so may become irrelevant once the draft CoP is published.

Synchronisation of clocks between PDT & ANPR (where used) to be mandatory and be part of the audits carried out so assiduously by BPA & IPC.4

Ppcs having to check that letters are sent to current addresses and prove what steps they have taken to verify. Court action being dependent on this. Ideally they wouldn't be able to use the courts at all.5

In ANPR car parks, the duration of the parking event shouldn't be calculated from the time on the entry and exit ANPR photos.4

I would go further
No pay in advance parking regimes, anywhere that ANPR is in use .
You pay on return, by selecting your car and being told the EXACT tariff due at that point. You pay, and leave. None of this pay within x minutes crap.6 -

However, as I don't believe the BPA do many checks anyway, look at the number of dodgy signs around and the likes of Britannia using a different entity, it is clear that the BPA FAIL and I doubt they could cope becoming professional let alone the cost.
The IPC being a scammers club, doubt if Pinky and Perky would care
