Hence why they need to explain what they mean, as they haven't been clear enough. 

I doubt they'd sue the parking attendant, who they don't know, vs the principal who they do.

Do you mean you want to sue the people that hired VCS? That's the PRINCIPAL. Or something else.  

If you want to sue the principal, part 20 application needed. 

Yes youre right of course, my mistake, sorry. VCS are the agent, I may want to include the person who is emailing me from FHP and confirmed they had the contract with VCS, will have decided by Monday if theyre going to be included. They have told me they contacted VCS about this, VCS were adamant I should pay it but then stopped communicating with FHP when they didnt renew the contract.

An extremely pedantic check re C-m's blockbuster counterclaim:-

Para 34  -  "....................the Claimant's aggressive pursuit and abuse of the Defendant's data has continued for three years.  Accordingly, the processing of (my) DVLA data was not...................."

Should it be (the Defendant's)?

Yes, defendant. 

You'd not sue the individual person, as you'd have to prove they were personally liable. You'd sue the company.

I dont have a Government Gateway account, am I wrong in saying that I go to www.moneyclaim.gov.uk and follow "Create sign in details" and can acknowlege from there?

Yes, but to get to there you're going to need a gateway ID. 

Just do it. The sooner the better. Stop asking questions here about this process as it's not our process and you have only one route. Any further prevarication isn't going to help. We're 20 pages in!

Why don't you just follow the guidance about filing an Acknowledgment of Service that I posted on your thread on 3 December at 4:26PM?

Creating a Gateway ID is all in there.

Most people have a Gateway account for conducting their tax affairs.  When you first received the claim form it would/should have had a password for your gateway account.  How else did you first log in to MCOL (or have you not done that yet?)
