Refund for puppy deposit?

Interestingly my son and his partner have been trying to foster a dog as they will both be working at home for the foreseeable future and have the time, and want to foster until they can spend time with rescue centres to find a dog of their own. No foster charity will even add them to their books as they say they can’t do a home visit or any assessment on them, and no dogs are just handed over without full investigation into their foster home. Those who take the very best care of their animals are going to want to know the animal is going to a good home. It most definitely does not bode well if they freely accept any offer presented to them.
