Iceland will cancel these but you must be persistent and stay calm and not accept a ''we can't do anything'' answer.  Iceland have cancelled Execl PCNs this year, we've seen them do it.

How do they know my name and address?
From the DVLA who sell your data to any old parking firm as long as they are in a Trade Body club.
The DVLA admit in FOI responses that they make almost no checks.  They rely on the Trade Bodies.

Get complaining to Iceland. HOW DARE they use an ex-clamper firm to threaten customers?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD

  • The covid19 crisis is not making this easy.. I have 14 days to respond to EXCEL company.. I have emailed iceland twice, one email has stated that they are not in control of the carpark it has nothing to do with the store. Do i contact EXCEL through appeal.. My mind is just racing with what to do.. I cant reach the head office or MD, no phone lines available.. time will run out

    1) Please Calm Down.
    2) If you have read the newbies thread is it not clear to you that your case is like all others?
    3) Does the newbies thread tell you what to do? -  to use the standard appeal?
    4) Is it clear that you only refer to the "the keeper" and "the Driver" Who may not be the same people? You do not use "I, we, my wife, etc etc, Just "the driver" or "the keeper". Potentially this is useful if the parking company do not use the Protection of Freedoms Act (POFA)
    5) Does it all look a bit less scary now?
    6) Do you understand that their 14 days is a made up deadline of their construction to scare you in to action?
The regulars on here are here to help you, but they need calm, reasonable information. e.g. What parking company? What is the supposed contravention? What actually happened? (See no 4 above before you write this). What date were the "contraventions"? What date did you receive a postal parking charge notice? - These dates matter, as the parking company have to meet certain deadlines.

if you received a postal NTK addressed to the registered keeper then you appeal it as KEEPER using the blue text template, first post , newbies thread (to show you have responded) - Excel will reject your appeal (they almost always do, so just a paper excercise)

the only way to get this cancelled at the moment is a complaint to Iceland, even if you have to post the complaint to Iceland

doesnt matter how long it takes, as long as you are like a dog with a bone and dont take no for an answer

Excel have 6 years to try a court case with you as defendant , then a judge will decide if you owe any money

there are no quick fixes, unless you get it cancelled by Iceland

The newbie stick thing i read ok.. I have read it.. I havent hijacked any posts, i created my own post.. I am going to try find a way of contact to this Iceland CEO.. Im freaking out my partner gojng to go mad.. Why do i need to cover my identity?
You need to cover hide the identity of The Driver by editing any and all posts where anything other than The Driver or The Keeper has been used.
The Keeper has protections in law that The Driver does not.
Go back through and edit all your posts accordingly. Parking scammers read this forum.

You were probably given 21 days to appeal from when the NTK arrived. If this has not been cancelled by Iceland by day 18, then send the appeal template in blue text from the first post of the NEWBIES to Excel, unaltered from The Keeper.

Look up the identity of the store manager using a search engine of your choice. Worst case, go to the store and ask to speak to the manager. Complain about the PCN and give the manager a copy of the NTK and  receipts or redacted bank statements to show The Keeper is a genuine and regular customer, but won't be if this isn't sorted out. Say that you were an occupant of the car and are The Keeper. Do not tell anyone who was driving. Be polite but make a fuss. Loads of other people will have had the same problem so you want all customers within earshot to hear you tell the manager to cancel the charge.

Point out that the charge was unfairly issued because The Driver and occupants were obeying the strict social distancing requirements but ended up getting a parking charge as a result.

Also complain to your MP about this unregulated scam. You want the government to put a stop to the predatory practices of these unregulated scammers who are preying on shoppers who are following government advice.

Also complain to local and national press.

  • Im sorry for the panic.
    The company are EXCEL parking
    contravention dates:5/5/20 and 7/5/20
    issue date: 18/5/20 and 19/5/20
    contravention reason: Parked without payment
I am the keeper registered owner of vehicle, my partner also drives. We have vulnerable family members we have been helping get shopping including ourselves.. We are at this time unemployed and this is not our regular iceland store. Chatham is where we have been caught, gillingham doesnt have this parking crap. How we to know you have to pay to use icelands carpark when we shop there.
