Furloughed - Partner in retail - no childcare

My Partner works 8hrs in retail for Matalan, she has been furloughed since March when the shops closed. Matalan are starting to open a few stores now and it looks like retail will re-open at the start June.
Our Son is obviously off school and we can't have Grandparents etc look after him plus my Partner has been religiously been home schooling him.
I presume my Partner will still be entitled to be furloughed due to our situation?
When you look at the government furlough policy etc it does state that she will still be entitled to be furloughed as it says about caring for children.
Is this contract? Am I missing anything? Any stumbling blocks out there?

She may be eligible for furlough but not entitled. It is entirely up to the employer to decide whether to continue furlough or not. If they have work for your Partner to do they could decide she needs to go to work.
They may be prepared to let her have unpaid leave or use her holiday entitlement if they won't continue to furlough her."All shall be well, and all shall be well, and all manner of thing shall be well."

These are the rules because when an employeee is furloughed then they accrue holiday pay, which costs the employer.

Your partner's employers are paying her 80%of her salary and then claiming that back from the government. They will also have additional employment costs (pension, perks, holiday accrual, etc) which they cannot claim for.
