Unlikely to be a washing machine as the garage is unlikely to have a fixed water supply. However could very well be a tumble dryer, most of my neighbours have their tumble dryers in their garages. Great for them, expensive for you!
If its a tumble dryer, and left unwatched, then I would be more worried about the fire risk then the electricity cost.2 -

Just to be clear, this is NOT an issue for the electricity supplier. They supply the electricity to YOU, It is not their concern if some of it is connected to someone elses property and used by someone else.What you need is an electrician to look at your installation and see if he can work out how the electricity is connected to the other garage. It is almost certainly possible for him to rewire things a little so that he can fit an electricity meter that meters what is being used by th neighbours garage.You then read that meter and send your neighbour a quarterly bill. Note you can only charge the same pence per unit as you pay, you are not allowed to sell it at a profit.If he does not pay, turn off his supply.3

For goodness sake, this really isn't that difficult.
As ProDave says, forget the electricity supplier, they cannot help you.
Next time you hear whatever noise you hear, kill your power at your main switch. If the noise carries on then no problem - it has nothing to do with you. If it stops then come back on here and we can consider the next step.
