I'm not sure about claiming from the keeper, it's all a bit confusing0 -
Its not confusing.
The registered keeper is the person the DVLA is told is keeping the car
The keeper is the person actually keeping the car ie in day to day "charge" of the keys
The driver at any one time MAY be the keeper, but may not be of course.
If you have not told them who the driver was, at any point, then youre good to go.3 -

And now, as a new PCN was issued, the scammers are giving you the 'opportunity' to appeal again.
So if you do nothing, you will receive a POPLA code (as mentioned in the letter you show). And if you appeal again, that appeal is highly likely to be refused and you will receive a POPLA code. The way I read Coupon-mad's posts here, looks like she thinks it's best to sit tight and wait for the POPLA code rather than submit another appeal. Might be wrong! But I can't see that it makes much difference either way.2 -
Good thought Misty but, if the PCN that the OP has now received is replacing the old one and they fail to appeal, there may not be a POPLA code forthcoming. What we don't know is whether or not the old PCN number was cancelled.4

The penultimate paragraph in the letter the OP showed does say that a POPLA code will be issued if there is no new appeal. This OP has already been told to wait for the POPLA code.
Sadly, I think they've blabbed about driving and thrown in the bin their winning point.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Also email each organisation you are dealing with, with a Subject Access Request (it is your right under GDPR). They have 1 month to provide it. The data they supply may help your case and, if they breach or have breached GDPR in any way, you have the right to sue for compensation. In my case the company in question immediately cancelled the PCN but that has not stopped me from suing them for £750 for GDPR breaches. I've turned the tables on them and will make them pay for abusing my personal data.3

They sent me a letter today saying the charge has been cancelled and sorry for the inconvenience and trauma it has caused in these times.
