You missed the point that a £100 PCN on private land must already include all the costs...Beavis case paras 98, 193 and 198 confirm this, and neither ZZPS nor QDR charge the parking firm anything.    There is no cost unless a vulnerable victim pays it.

Due to this, the debt was passed to ZZPS Limited and from them to QDR Solicitors.

Just a quick update for anyone who is following this. CSA have formally logged the complaint and QDR have 8 weeks to respond. Will update when I get that response and hopefully and outcome from CSA also. 

Also my SAR to CEL got through. They asked for photo ID as the redacted letters I sent were 'not sufficient', despite not knowing what I look like lol. Sent them that redacted and heard nothing so far. Will see if anything comes in the post in the next couple of weeks. If not... ICO. We shall see

They have no right to seek photo ID from you. Time for another complaint, this time to the ICO. As CEL make life difficult for you, give them some crap back - with interest!

Instruct hem to supply your data within X days, as your deadline of 30 days expires on... -0 this deadline starts from when you make the SAR, NOT when you ill-advisedly sent the photID in.

I redacted the information on the driving licence including photo apart from my name and address. Thats what information they have so that is all they got. The request stated that I expect the information within 1 calendar month as per legislation

So the complaint to CSA has passed deadline
 It states on their complaints procedure that the company must provide a response within 8 weeks of the complaint being filed.  I do not anticipate a response at any point today. What's next if so? I cannot find any information for "what if 8 weeks passes with no response".
Does it void QDR's claim as they have not given reasonable evidence they have not breached the codes of conduct?

I got the documents from the SAR also. No driver visible, no POFA, only as part of the statement at the bottom it is written 'it is the drivers responsibility to pay this PCN, if you were not the driver you may inform us the details of the driver'... (May being the key modal verb to me)

No, it is not a defence. I dont know why people think 2 (possible) wrongs somehow cancel. 
May is of course all they can ever say. They cannot instruct you to tell them the drivers info
