    It was rejected because they are now desperate for money. See what happens with POPLA but it's best to get landowner cancellation

    Was the original PCN a postal one, or a windscreen one?

    What was the alleged contravention?

    Yes, I am waiting to hear back from HomeSense as emailed the CEO, but tricky at the moment as stores are closed.

    What was the alleged contravention?
    It was a postal PCN, alleged 14 mins overstay of 3 hour maximum.
    Driver was shopping at the fountains retail park the whole time, shopping and also had some lunch and had receipts to prove it which were provided to UKPC as evidence.  Driver didn't see any signs and thinks the parking restrictions were recently introduced as they shop their regularly and were unaware that there were restrictions in place.

    You should check on Google Street View for signs in 2019, 2018, using the little date arrow in the top left image box.
