No
you cannot claim ordinary costs without a hearing
yiu CAN try for unreasonable behaviour costs, same as ever. Cpr27.14(2)(g)3 -
My suggested amendments:

Should I be worried that I did not get an auto-acknowledgement email from the court when I sent my WS off this morning?
In all previous correspondence with the court, I always received an acknowledgement.0 -
Have you had any previous auto responses from the court you have submitted your WS to, or just from the Northampton CCBC?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
