            Well that was 5 pages of the most unhelpful advice ever given by anyone online. People are basically attacking OP for not wanting to be disturbed at all times in their property, telling them to just accept it and learn to live with it because there's no authority in this country that can help protect them. So what that translates to is you need to become an a-hole neighbour and be a bigger bully than they are; you'll achieve much more that way if you're the sort of person to get involved in these games. Otherwise sell the property.

 It is very difficult for a council to evict tenants from a secure tenancy - usually criminal convictions or ASBOs are required before the court will even consider eviction. And councils will be very reluctant to evict if there are children involved.
 All I was saying when I worked in Housing with young people, we used to do an independent living skills session with them which was meant to scare the **** out of them so they wouldn't make loads of noise, deal drugs or have barking dogs. I think one of the points we had to make repeatedly was "it's harassment even if if bothers someone at 2pm, so be very very careful otherwise any complaints against you in the first 12 months will mean you are evicted".0
