    Huhhh???  I never, for one nanosecond, implied anything against the OP.  I was referring to his/her neighbours as ECs.  I thought I made that clear and hope the OP understood my meaning.

    Putting up soubd insulation will be expensive and not necessarily successful. Also, to do a good job would mean losing several inches with an indepebdent stud wall. Impact noise is more difficult to address as transmission will go through the joists and flanking walls.
    Thick underlay and carpet, with rockwool in the voids will help a bit, but the only answer for impact is to trim the joists and put up your own hangers on your side; a big job.
    As you saud, it's just normal noise but made worse by the structure, which is unsuited to modern living, and might well be deemed as such by the council, from what I've read.

    Hey Op x just wanted to send you a hug. I’m in the same boat. And before anyone says normal noise at me, my other neighbours are not like it and nor were the previous family in that house. Some people just think it’s acceptable to not consider others at all, one of life’s most sad lessons. X

    If they are council tenants, then the local authority might put frighteners on them saying "you will be evicted for harassment or noise pollution so stop it".  If they are not council tenants, they probably won't say much.  

    The noise pollution team told me that door slamming all day and night and DIY / drilling at midnight is just normal household noise and said they would not be able to do anything for me so don't pin your hopes on getting much help from them.

    At the moment, I think all evictions have been paused because of Covid. 
    It is very difficult for a council to evict tenants from a secure tenancy - usually criminal convictions or ASBOs are required before the court will even consider eviction. And councils will be very reluctant to evict if there are children involved. 
    A kind word lasts a minute, a skelped erse is sair for a day.

    Thread was dead since May, OP hasnt been back since and we probably wont find out if he sorted it.

    The other point of view if you go crying to the council, your neighbours will start to refer to you as the winging old bag next door. You can seriously put peoples back up by going crying to the council. Depending on their temperament they may go on to make your lives a misery..... Oh and the council or EH won’t do anything about kids playing in a garden. Sounds like you need a bungalow surrounded by other old people.
