From my point of view, thread can be closed.Indeed, people often drag them up years later!On the subject of sound insulation, be very aware from the start that this is a specialist area, where the experience of a general builder may be insufficient. It's one of those matters where one has to research and learn a fair amount before attempting to employ anyone, just to weed out those who will talk BS and deliver something inferior.

In reality it is extremely difficult to sound proof an existing property against noise from neighbours. Noise travels in many different ways through buildings and you will never stop it all.2

Talking to my mum yesterday who remarked that she was expecting to sit in the garden in the quiet (she lives on a busy road) only to find there are children playing in the garden behind her house and she's never known it to be as noisey.
I grew up in the same house with my siblings and we were enthusiastic boys so suspect we were the main source of noise for years. People's perspectives and tolerances are different and change throughout life. Some might say the family in the Op's position are noisey, others would say it is typical family life, no better or worst that the average.May you find your sister soon Helli.

I lived in a flat and I had some noisy tenants above me for years. In my experience the council I’ll are sadly not interested.I even had sound recording put into my flat (by the council) but they didn’t seem to think even the 2am drum and bass music was unacceptable!I ended up just moving out. I know its not always an easy option (especially right now) but it’s a case of live with it, report it and hope someone does something or move.If it’s just general family noise then there isn’t really much you can do. Most noise complaints are re loud music or DIY at silly times of the day/night. They probably don’t realise they’re being noisy.1
