Hello.
First off, yes, I've read the stickies. Not the clearest between the DO NOT POST HERE, the posts immediately after (Why?!) and the sheer weight of info and TLA's (three letter acronyms).
Any way I've received a PCN from One Parking Solution through the post. I've sent the initial appeal via their website and unsurprisingly received the generic decline to the appeal.
The car park used to be council and recently changed to private management. As such I cannot complain to a retailer but I can chuck.an email at the MP, I presume it's still council land.
So, what's next? The POPLA appeal?

you complain to the people who engaged the PPC , whoever that may be , irrespective of if the council own the landie:- somebody contracted with OPS, complain to that somebody2

Generally, a council owned car park cannot be run as if it was privately owned, so you do need to determine who actually owns it.
Start by asking the council. You will need the answer in writing.
If it is council owned then you will have additional points to put in your PoPLA appeal.

Nobody can tell you exactly what to do. You need to do some digging around though and phoning the Council parking department seems like a good starting point. If the Council deny owning it and for some silly reason won't say who does, then the next step would be to find out who pays the non-domestic rates for the land - that should be the landowner.3

Timescale is get a short appeal in and it will be 'on hold' right now, as per BrownTrout's thread, and you will then get a chance to add more later as long as POPLA don't muck up their promise:
