    I suggest you (OP) follow the sound advice given in your other thread and contact a board guide by PM (Crabman, Savvy or Soolin) and ask one of them to merge your two threads.  If, of course they are different issues and parking events, just advise here and also give  conclusion to the other thread.
  • Apologies all this is related the previous thread and in hindsight I maybe should've continued from the previous one, I will conclude the old one and just continue with the new one. 

    With regards to the landlady she is completely unreasonable so I've accepted it's pointless me trying to get her to help. I sent her the thread as advised and tried to tell her what she needs to (with my assistance) but is completely unreceptive. She took weeks to get back to me re whether her lease mentions a permit -she claims it doesn't but at this stage she is literally blatantly ignoring my messages and calls (I move out in a couple of weeks). As mentioned in my initial post although she agrees the PCN is unlawful in a nutshell her view is ultimately it's not in her name so not her problem unfortunately and is only interested in collecting the rent every month- pathetic really but I'm digressing.

    Zzps is a debt collection agency , not the parking company , so name the parking company

    Are you sure they are a parking company?  They look like debt collectors to me.  
    You never know how far you can go until you go too far.
  • City Permits are the ones who issued the initial PCN with ZZPS now taking over as debt collectors, I'm not sure who else you're meaning by the parking company (not meaning to sound naive).

    Did you appeal and try POPLA, I guess not?  Ignore ZZPS and come back to us if you get a court claim.

    Did you appeal and try POPLA, I guess not?  Ignore ZZPS and come back to us if you get a court claim.
    Thank you, I've not yet completed a POPLA appeal however I've just checked their website and can see that they have adjourned all appeals submitted from April 6th until August 1st. Going back to my previous thread, I submitted my appeal on 8/4/20 and received email confirmation of receipt but no further contact re the outcome (the automated email said not to re-email  and that as expected there were delays in processing appeals due to Covid-19). I've since received more letters from ZZPS increasing the fine (£170) and requesting I pay.

    My issue is I never received a ticket on my car and the first I knew about this was after the 30 day period when they wrote to say I hadn't payed. I asked City Permits for the POPLA code and they said because it's gone past the 28 day deadline it will be ZZPS who have to provide me with the code. I'm unsure of what to do as all the advice on here states to not contact any debt collectors. 

    In my mind I believe my original appeal has to be considered first and then if it's rejected I should receive a POPLA code (from who)?

    Any clarification would be greatly appreciated apologies for the rant.
