Exam invigilation and the furlough scheme.

    I really dont see how anyone can legitimately use the scheme, it is casual work. They have cancelled the election next month and I have lost a days pay there, I am not about to ask for 80% of it am I?
  • Casual workers who are already on the payroll and paid by PAYE are eligible..........

    Are they already on the payroll though? Every time I do a days election work I get a P45 through.  I suspect this is no different.

    In any case, doesnt the guidance for furloughing state that it is to be 80% of February's salary or words to that effect. Doubt much invigilating went on in February, if any.

    Most invigilators are already on their school’s payroll ( I have been on my school’s for 3 years )....Anyone not already on the payroll could not be considered. 80% of last years earnings would likely be a guideline for what could be paid although many schools would already have their invigilation timetables ( ie hours to be worked ) ready for this year........

    As I seem to be saying a lot, it's always important to remember the scheme is at the discretion of the employer - even if eligible, they don't have to use the scheme. 
  • There’s a reference on Money Magpie website dated 6/4/20 which may be of interest -
    “Seasonal workers, such as exam invigilators, may struggle to get support through this scheme, too. If you’re employed annually or several times each year for short periods by the same employer, you can request your last 12 months’ average salary be provided to the furlough scheme. However, this could mean a much smaller monthly income than you’d normally expect.”

    The issue seems to be that schools/colleges are publicly funded, and public bodies are expected not to furlough their staff. However, there are still a few exceptions to this, some staff around the edges would be eligible for furlough. As seasonal, zero contract workers, technically I don't see any reason why this shouldn't include us.

  • I am also an exam invigilator and spoke to the local authority HR - Education regarding being furloughed.   They responded that no public sector worker can be furloughed, but that they should not be out of pocket either.   This applies to all staff even those on zero hour contracts, and advised that the school should pay exam invigilators as the schools have received their money from the local authority for staff to carryout this work. They would base the earnings on what was earnt for the same months of the previous year.   So I would advise if you work in a local authority school, that you should contact your local authority HR Department if your school won't pay you.    As per the DoE website guidance for schools about temporarily closing supply-teachers and other contingent workers it talks about payment, and I know of 2 Academies who are paying their exam invigilators. I am still waiting for the school that I work for which is an Academy to agree to pay, based on the above, as they say, they are not bound by the local authority rules. - so watch this space
