    You can send a LBC (plenty of examples on the internet) - but exactly what is it you're going to claim for - and for what amount?

    You do not have to claim, and even if you do you have up to six years to do so.  In some cases the threat of a claim can be enough to get them to cancel. 
    You never know how far you can go until you go too far.

    Just how aggressive were you in your complaint to the managing agent?  No need to say here, but something to ask yourself.  

    The great thing about writing is that there's time to think and time for the recipient to think about what they're reading, if they're so inclined.  If you think you went too far, why not apologise?  You can temper the apology with the reasons for your angry tone i.e. how frustrated you were by the exasperating situation.  Clearly and calmly outline again the circumstances in which the PCNs were incurred.  Outline the situation in which you now find yourself and say that you are again requesting that they cancel the PCNs.  

    I would try this anyway.

    You must be joking!  Try 'losing' a toddler in John Lewis on the first day of the sales, only to find that his dad took him to the library after all the security staff have been searching the premises for 2 hours.  John Lewis can be vicious!

    Anyway, a 'wimpy' approach is fine just as long as other approaches are also considered.  Whatever it takes ...

    I've spoken with the managing agent this week and he's refusing to get involved, I've tried both methods, pleading with him and then also pointing to the facts that his company has broken the law (based on what I have read about ASTs that do not mention to comply with parking regulations and examples of people submitting counter claims).

    Yeh I also did something very stupid in the process of this. I was emailing him off my work email, and he's basically said if I don't stop emailing him he's going to report me to company. I'm not sure if the stuff I said would get me in trouble. I had said stuff to him like him and his company have broken the law and there are grounds for a counter claim etc etc. He didn't take well to it.
