Hello,
I have read the Newbies thread and would still be grateful for some help with my situation.
The situation:
4 PCNs between 5/10/2018 and 29/01/2018
05/10/2018 - PCN parked in own bay for leased apartment (Out of date temporary permit after moving in) - Challenged this, had this reduced to £15 as 'gesture of goodwill'; subsequently ignored and last communication was a letter from SCS Law on 29/03/2019 'Re: Debt owed to UK Parking Control Ltd' - I don't think (car still registered at parent's address but they keep all the letters) there have been any more letters relating to this PCN since.
09/05/2019 - PCN parked in own bay for leased apartment (Think my permit had expired and needed updating) - Ignored this - Last communication was on 31/01/2020 from SCS Law 'Re: Debt owed to UK Parking Control Ltd'.
For the above 2 I have chucked out or misplaced the NTK and notification letters from UKPC; I just have a load of letters from DRP, Zenith Law and SCS Law.
I think from what I've gathered on here there is nothing I can do now, is this correct? Is there any possibility that I can still have these cancelled if I complain to the landowner or is it too late for that? Also, one further query - For the first charge, this was on my old car with a private number plate which has now been taken off the road as I changed my car and haven't bothered to transfer the private reg on since - does this have any impact on it at all, just slightly worried I haven't heard anything from them in nearly a year Re the first one)
17/12/2019 - PCN parked in own bay for leased apartment (I'm bloody annoyed about this one because I had a valid permit in there but it had just crept down the windscreen too far and couldn't see the date etc) - Ignored this - Unfortunately I have just missed out on the chance to appeal for this !!!!!! - Have now received a letter from Debt Recovery Plus.
Is there a possibility I could still have this cancelled if I complain to the landowner?
29/01/2020 - PCN - NOT parked in my own space I have caught this at the appeals stage so will just go ahead with the generic appeal? NTK received 02/03/2020. Is it best to just send them the generic appeal or can anyone advice an alternative appeal for this kind of situation?

Appreciate any help or advice.

    Send an SAR to UKPC as per the NEWBIES. This should flush out each PCN and any other data they hold on you.

    Get copies of the lease/AST wherever possible for the properties where you lived. See what it says and just as importantly, doesn't say about parking. permits, issuing charges, court claims.

    Definitely complain to the landowner in each case.

    Send appeals/late appeals for any PCN not already appealed using the template in blue text from the NEWBIES.

    Ignore debt collectors. Only respond to an LBC/LoC from the scammers or their scamlicitors by following the guide to court written by bargepole you will find in the second post of the NEWBIES.

    Complain to your MP about this unregulated scam.

    Well, you won't be paying it anyway but always complain to the landowner.

    What does you lease/AST  say about parking?  Does it mention the need to dispay a oermit?  Does it take supremacy against a scammer's self serving terms and conditions?  If not they are barking up the wron

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    Hi - quickly need help
    I have a POPLA appeal code - I received letter on 14th May saying I have 28 days to make an appeal
    First question - Today is the 28th day (I think depending on how they count it) - Have I missed it, was the deadline yesterday or is the deadline today?
    Second - I see that POPLA have put the appeals process on hold - I haven't put my appeal together yet, is there any advice for putting a temporary appeal in place, what should I do for this? Hopefully I can do this and then spend some time putting together a proper appeal?
    Someone please advise!

    PoPLA codes last 32 days.

    Send a holding appeal now stating your full appeal will follow when PoPLA returns to normal after the covid pandemic is under control, just like it tells you on the PoPLA appeal portal.

    Your lease/AST having primacy of contract should be point 1.
    Not the landowner, no standing (no valid contract) should be point 2, 

    You should have done this during the last 28 days, irrespective of not having a letter, whatever that was about.

    Get on with your short appeal now so you don't miss the deadline, then get stuck into the third post of the NEWBIES to construct your full appeal using all the template points available to you.

    Which PCN is this about anyway as you should have appealed each one separately and have a separate PoPLA code for each one?

    What happened with the four landowner complaints?

    Thanks I will send short appeal now and get stuck in this weekend.
    I obtained both the ASTs - My more recent one looks like it might help, the old one was from a letting agent which was owned by same company that owned the land/acted on behalf of them
    It was the PCN where I wasn't actually parked in my own spot (unfortunately) - They wouldn't let me appeal the others as missed the deadlines
    I sent a long email to the owner of the company that manages the development - he didn't reply
    I haven't complained to MP yet - I will look into this
