    Yes NTK arrived in post. The windscreen ticket was issued at 9th of January. The NTK date is 12th Feb but it arrived at 15th of Feb. I appealed to it straight away and I got rejection email at 22nd Feb. As rejection respond that was the email in the middle of my first post.

    POPLA verification codes

    When a BPA-member parking company reject a first-stage appeal, they are bound by their Code of Practice to offer you the chance to make an independent appeal. They do this by providing you a ‘POPLA verification code’ which POPLA require in order to accept an appeal. The POPLA verification code is 10 digits long
    So if they did not give me popla verification code in rejection email it means they broke their code of practice? It should give me a reason to complain to BPA?

     Thank you for answer I will follow what Coupon-mad explained on that thread. It is quite nervous situation haha... My dad is registers keeper but even though I think it is too late to complain about the ticket. 
    The keeper has only just received the NTK. As far as the law is concerned, the keeper and driver are two different people. If the driver did not tell the keeper about the NTD, then the arrival of the NTK, which should have been between 28 and 56 days beginning the day after that of the alleged event, is the first the keeper would have known about it, therefore this is the earliest the keeper could have complained to the landowner about it. 

    It is never too late to complain.

    Beware not to reveal the driver's identity to anyone, not even on here.
    The keeper should either say, "we" parked or "the driver" parked, and the keeper got a ticket.

    In a word, yes, unless there is a three stage appeal process which there can be in certain specific cases. Re-read the NTK and rejection email to be sure what it says about this. If PoPLA is offered but a correct working code has not been provided, then complain to the BPA.

    This is a completely different matter to the landowner and MP complaints. One is about no PoPLA code, the other is about the unregulated scam.

    Wing operate a 3 part appeals process so just do what everyone else does and do the second repeat appeal.  You did NOT screw up as long as these appeals are done in the rk's name, absolutely not the driver!

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.


    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

    So in my second appeal do I just copy paste exact one size fits all template ? Or I change it a little bit or give some evidence that vehicle keeper was somewhere else like bank transactions or any other evidence?

    And I did re-read letter carefully and it says
    "If your appeal is rejected you will be provided with details of how to refer to the matter to an Independent Appeals Serivce ("POPLA") along with a unique reference number"

    They did not provide me with it in first rejection email therefore if they won't provide it in second rejection I will then complain to BPA.

    So whenever they ask for the name of the driver the keeper can say that he does not have to provide them that information and has the right to not tell them?

    it appears they may not be following the 3 stage process, but the keeper should receive a popla code after the first two stages of rejection

    there is no reason to name the driver, despite what they ask for, its not mandatory and the keeper is appealing as keeper all the way through

    the initial rejection should have resulted in the second stage appeal to the council being offered, then after that a popla code at stage 3
