Help with first POPLA appeal

To start with I need to explain the story a little. The parking ticket from Wing parking LTD was given to my dad not me. He did not tell me about it straight away which made me upset because it was just about to be 14 days and that "discounted"  price would pass. The evening he told me about it I researched a lot about parking tickets on internet and decided to tell him to ignore the ticket because apparently court case is more expensive than the ticket itself so they won't pursue you. then found out it was a mistake but not entirely because the day the NTK arrived I did read the Newbie thread on this forum. So I was meant to wait anyway. The NTK is from PCN admin centre and the day it arrived I have sent an appeal email from my dad's email address using the "one size fits all" template and as respond I got this email at beginning of this week.

This shows the PCN affixed to the vehicle, this outlined the appeals process. The time to appeal has passed.
The vehicle was parked breaching the Terms and Conditions of the site as there was no permit on display. Therefore your comments regarding a PDT machine or overstay are not relevant.
Please arrange payment, in the absence of payment within 7 days of the date of this email, the account will progress.

So I  am pretty sure I screwed up because I did not change the template enough because they recognised it or it was meant to be that way ? I should have attached some bank transactions or something else that he was somewhere else. I guess after them rejecting my appeal as a next step I should write a popla appeal but they did not give me 10 digit verification code? Should I email them about it? As well the Notice to the keeper says nothing about POFA 2012 which can be another argument ?

I think that evidence photos on ipaymypcn website are quite bad because as my dad said the parking is really badly signed except one sign on the wall (I would put a link with screenshot here but I am not long enough on forum). I think as one of the arguments can be a poor signed parking because it is not exactly known to which parking spots that sign applies? And my dad actually parked big further from the sign. It kinda looks like the sign does not apply anymore to the parking spot my dad used because there is a little wall separating parking spots in the middle. 

I will appreciate any help and I hope for your understanding that it is first time in my life to do such a thing.

    The PCN should have been appealed around day 26, but waiting for the NTK is the next best thing so nothing has been lost. The 14 day discount is for mugs in the hope that they panic and pay, so not telling you about it until then was actually a good thing.
    Using the template unaltered is the correct thing to do. It ensures the driver's identity is not revealed and lets the scammers know the keeper is getting help from this forum. They don't like this which is why they have made a dig at it being a template, but there is no law saying you can't do so.


    I've never appealed to PoPLA so I don't know how many digits the code should have, but if you try logging in to the PoPLA portal you will find out straight away if it works or not.

    If it doesn't, complain to the BPA and say this is eating into your appeal window which is at best unfair and at worst, sharp practice.

    For the appeal itself, use all the points available to you from the third post of the NEWBIES. It should normally include where appropriate: -

    Not the landowner
    No standing (no valid contract) to issue charges in their own name
    PoFA failures
    Inadequate signage
    Grace periods
    BPA CoP failures.


    Show us the keeper's draft before submitting it.

    What happened when the keeper complalined to the landowner?

    Has a complaint to the keeper's MP been made yet about this unregulated scam?

    If the ntk came in the post and was appealed within 28 days then the rejection should have contained the details for further appeal

    Usually with an ALMO you appeal to wing , then to the council , then to popla

    So if you are sure about the timings and it wasn't a windscreen PCN , complain about the lack of a popla code to the BPA , because he has had both , a windscreen PCN that wasn't appealed and the NTK that was appealed

    It was a windscreen PCN and they did not give me popla code so I will complain thank you. The 9 digit code in email is invalid. I think it is just a number of email reference.

    Are you the Registered Keeper?  

    For a landowner complaint, the first step is to identify the landowner.  My first impressions after 2 minutes' research is that Wing usually operate on behalf of councils.  Which would make the council the landowner.  Google usually helps identify who owns the car park too.  Landowners can cancel PCNs and often do.  What is required is an assertive, straightforward complaint explaining any difficult circumstances and why signage was inadequate etc.

    But definitely try the 9 digits you've been given.  Maybe you're one of the 'lucky' ones who only needed to appeal once(?).

     Thank you for answer I will follow what Coupon-mad explained on that thread. It is quite nervous situation haha... My dad is registers keeper but even though I think it is too late to complain about the ticket.

    The first port of call is always a complaint to the landowner/retail/store manager. The NEWBIES tells you this, hence my question.

    A complaint should also always be made to the keeper's MP, again as advised in the NEWBIES.

    Last year about 9 million private PCNs were issued. If everyone who got one had complained to their MP about the scam, they might actually have done something about it by now.

    Wow.. I did not expect such a number. I will make sure to complain to MP using NEWBIES thread quotes. I think complaining to land owner stage is too late now but at least I will know for the future what is the step one after getting a ticket. It is really an unregulated scam. My sister living in Germany called it a scam straight after I told it about it few days ago. When she gets parking ticket it is 15 euros...

    Just to be clear , has an NTK arrived in the post ?

    If yes , was this appealed and rejected ?

    Or has only a windscreen PCN been issued and appealed so far ?

    When a BPA-member parking company reject a first-stage appeal, they are bound by their Code of Practice to offer you the chance to make an independent appeal. They do this by providing you a ‘POPLA verification code’ which POPLA require in order to accept an appeal. The POPLA verification code is 10 digits long
