Are you saying Lidl and Athena can't look at their own CCTV?

Lidl can look at their CCTV.

Athena can look at their ANPR images of cars.

The two cannot share and swap images.

To the OP, of COURSE you do not need a receipt to complain to Lidl...the SUCCESSFUL COMPLAINTS ABOUT PPCs thread (linked in the first post of the NEWBIES thread) has loads of retailer complaints where PCNs have been cancelled for people with no receipt.

No-one has to lie, we do not suggest that.  The keeper (NOT YOU) simply sends a complaint to Lidl's Head office/CEO and says he wasn't even in the car and has no receipt because he is the keeper but why is he being fined...he and his family are regular Lidl shoppers and he is incensed...harassment...will never shop there again...etc.!

No lies in that complaint, and please ignore the posts by someone who thinks (wrongly) that this should be paid.  Don't ignore it either.  Easy to cancel - one email from your boyfriend, the keeper.

Lidl will have their own CCTV but NOT for parking purposes. That is why they employ Athena with CCTV

If Lidl started passing CCTV data to parking companies, the ICO would come down on them like a ton of bricks

So what you think happens DOES NOT

Lidl does, or if they are not the landowner, the landowner does.   CCTV cameras are there for security of the site.

Athena do not have CCTV nor do they have access to it because their only interest is in harvesting numberplates.

Possibly by looking at their cameras to see where she went when she got out of the car.

I would feel silly asking Lidl whether they could look at their car park cameras to see if someone got out of their car and went into the store.

Well John, I'm not your enemy.  But I'm inclined to see you as rather defeatist and lacking in humanity.  This is because I took a look at your posts on other forums and saw that you'd stated that the Coronavirus would 'only kill the old and weak who would die anyway'.  

We all 'die anyway' but any reasonable society takes steps not to hasten the process.  I'm not particularly old or weak but I am in a high-risk category Coronavirus-wise so am very unlikely to take you seriously from here on unless you broaden your outlook.  

And as for parking companies - they're rotten through & through.  This forum is about standing up to them.
