I suggest you complain again to your MP, and do highlight this case to the PM when he has recovered. He did say he was going to sort out this sort of thing and like most politicians, he needs to be reminded of the promises he made.
Nothing will ever change without government intervention.
If every one of the nine million people who got a PCN in the last year complained and went to court, the government and the judiciary would have ground to a halt.

Write again to your MP, they are morally bound to reply to constituents.

So the charge has been dropped! I had to search for the post confirming that before the ensuing discussion about small claims etc. Really good news!!

I have to say, I wouldn't be considering launching any test cases against parking companies if my partner was seriously ill in hospital. I think the suggestion is ludicrous in this particular context.

Yes, my terminology was inaccurate. But the exact nature of the action you were suggesting wasn't my main point and that inaccuracy doesn't invalidate the fact that the OP did damn well as it is.2 -
My posts are merely suggestions, It is up to OPs whether they wish to act on them or not. I am struggling to see why OP's wife's illness invalidates my advice.You never know how far you can go until you go too far.0
