So since my last post I have visited this Tesco Express twice to speak to the manager again. The first time he was conveniently away and the second time I just about managed to speak to him but he did not seem interested at all. I did raise my voice but, unfortunately, there were no other customers around at the time to have much impact. In summary, this what I was told:
    - he has no control over the parking fine and can't get it cancelled
    - he can't contact the parking company (Horizon) and I need to do so
    - nearly 5 to 6 customers per day have reported to him not receiving the £20 discount before the £70 letter. Again he said to contact Horizon
    - he could not care less if I did not shop there again

I rang Horizon and they said I should submit an appeal through their website and they will investigate. Is the following sufficient for an appeal:
Hi. I received a PCN letter in the post on xxx. The letter was in relation to an incident that took place on xxxx at Tesco Express [address]. The letter stated that a PCN was issue with discounted amount of £20 but this was never received. In fact, this is the first I have heard from Horizon or Tesco in relation to this incident. I have been into the store to speak to the manager and he has said that this is not the first time he has heard this and actually 5-6 customers per day have come into the store to complain that they too never received the £20 letter.  He advised to call you, which I did and the person I spoke to advised to submit this appeal. I would appreciate if you could please investigate why this has happened and give me a fair opportunity of the discounted amount.

This is the route Tesco are taking proving once again that they are really not interested in customers.
As the staff are probably not registered by the BPA, the issue of tickets will not be legal and especially Horizon obtaining details from the DVLA.   You need to ask for the name of those taken photographs and if this refused, get the name of the manager who is responsible for his staff, then ask the BPA is this store registered to act for a third party, they being Horizon

Strange though, there was an advert on TV by Tesco saying they will match prices from Lidl ????   Tesco are a company losing business and clearly they don't know why.  A child could tell them ???
Think the child has pointed out to them that they and the others in the big four are losing out to the budget supermarkets Lidl and Aldi (who have been benefitting from the years of austerity). They have also been going a bit upmarket too - with wine etc. Clever marketing.

Someone at Tesco has realised that cost of shopping is a biggie for people and they are trying to get back at Lidl and Aldi where it hurts. Interesting stuff.

Having said that this Tesco's manager's attitude, as reported, is terrible

aldi and lidl are run with minimum staff , who work very hard , they do not sulk around the car parks with cameras

Do Lidl and Aldi use PPCs.?

Agree though about using own staff for ticketing. Not on. Our Waitrose did it when I moved down there but the confrontations were not good  for the staff. I might be wrong but have a feeling one got beaten up (that might be local pub Chinese whispers, though!)

Thank you so much to everyone who has taken the time out to respond and provide advice. The BPA Code of Practice on self-ticketing is interesting and may prove to be useful if this goes further. For now I just want a fair opportunity to consider paying the £20 which I was never given. Hence, wanted to check if this appeal I've drafted is ok:

Just to be clear, I don't want to visit this store ever again and see that money-grabber manager. I've already been back there thrice since receiving the £70 letter just to speak him and he has been very unhelpful. I know he is not being truthful and could help with Horizon if he really wanted to.

Tesco managers are just senior shelf stackers.   Go to the BPA ask if this store has been registered to operate as self ticketers.   A SAR is good as they have to tell the truth

The problem with Tesco is that they forgot about customers with their mega expansion programme
Then being smarty pants they started their own car parking division operated by an inept woman who thought she was god's gift ......... with their mega overheads they will never compete with Lidl or Aldi and don't forget Amazon.  I needed a new kettle, the big Tesco stores have them .... I went to Amazon, it was cheaper and arrived the next day.  Why should I (and millions of others) spend money with any Tesco when the risk is always a parking ticket.  I can understand people attacking their staff .  I'm sure it will get worse as much as Tesco's fall in profits if they don't wake up to the parking scam
    AMAZON DON'T HAVE PARKING SCAMMERS

Go to the BPA ask if this store has been registered to operate as self ticketers.   A SAR is good as they have to tell the truth
A SAR won't elicit that information.

There are many options to cause issues for this tesco manager here, if you want to.
    From the Plain Language Commission:

Clearly you have not read the stickies.  Please do so as they contain our recommended form of words to appeal a PCN.  Your draft will achieve nothing imo.

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    http://www.legislation.gov.uk/ukpga/2019/8/contents/enacted

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
