Tesco staff taking photos on behalf of parking company

    15.4 Self-ticketers must be registered with the BPA before they are able to issue a Parking Charge or their operator can request keeper data relating to a parking incident.

    so you now want to know the persons who took your photos name , and then you need to ask tesco if this person was registered with the BPA 
    you can also question :
    15.5 All operators offering self-ticketing will be required to register the organisations that they look after with the BPA and supply photographs of the locations that they manage, showing the signage in place within their registration documentation.

    and then to rub salt in the womb , ask if horizon sent rep who then allowed the photo to be taken 
    15.6 All self-ticketing sites should be visited by the operator prior to any enforcement action being taken,

    For some reason the quote tab inst working, so

    - he has no control over the parking fine and can't get it cancelled
    Load of crap,
    - he can't contact the parking company (Horizon) and I need to do so
    again more nonsense

    - he could not care less if I did not shop there again
    Ask him for his name, so that if it should go to court you can add him to the court claim for costs and a possible GDPR breach

    From the Plain Language Commission:

    and dont forget the manager must pass the name and BPA reg number of the person taking the photo , a legacy left over from clamping days (clear id)

    So since my last post I have visited this Tesco Express twice to speak to the manager again. The first time he was conveniently away and the second time I just about managed to speak to him but he did not seem interested at all. I did raise my voice but, unfortunately, there were no other customers around at the time to have much impact. In summary, this what I was told:
    - he has no control over the parking fine and can't get it cancelled 
    - he can't contact the parking company (Horizon) and I need to do so
    - nearly 5 to 6 customers per day have reported to him not receiving the £20 discount before the £70 letter. Again he said to contact Horizon
    - he could not care less if I did not shop there again

    I rang Horizon and they said I should submit an appeal through their website and they will investigate. Is the following sufficient for an appeal:
    Hi. I received a PCN letter in the post on xxx. The letter was in relation to an incident that took place on xxxx at Tesco Express [address]. The letter stated that a PCN was issue with discounted amount of £20 but this was never received. In fact, this is the first I have heard from Horizon or Tesco in relation to this incident. I have been into the store to speak to the manager and he has said that this is not the first time he has heard this and actually 5-6 customers per day have come into the store to complain that they too never received the £20 letter.  He advised to call you, which I did and the person I spoke to advised to submit this appeal. I would appreciate if you could please investigate why this has happened and give me a fair opportunity of the discounted amount. 


    This is the route Tesco are taking proving once again that they are really not interested in customers.
    As the staff are probably not registered by the BPA, the issue of tickets will not be legal and especially Horizon obtaining details from the DVLA.   You need to ask for the name of those taken photographs and if this refused, get the name of the manager who is responsible for his staff, then ask the BPA is this store registered to act for a third party, they being Horizon

    Strange though, there was an advert on TV by Tesco saying they will match prices from Lidl ????   Tesco are a company losing business and clearly they don't know why.  A child could tell them ???

    It seems the BPA members take very little notice of the BPA anyway,    apart from adding a fake £60 to which the BPA go against POFA2012 in their fairy tale book called the CoP

     He did mention that the pictures of incorrectly parked cars are taken by the staff and sent to the parking company who then send the PCN. I found this quite strange - is this normal practice?
    Contact the manager again (or better still, try to talk to him in the store) and point out to him that car number plates are classed as personal information by both the Information commissioners office and the DVLA as such, any employees collecting that data are required to ensure that the info is held securely and processed securely in line with the requirements of the GDPR.
    Ask him for the name of their data controller and tell him that at no time did you give them permission to copy, store or transmit any of your personal data to another party and you require the details of their data controller as you are going to be making an official complaint to the ICO.

    The chances are it won't have much of an effect but then again, it might cause him a bit of stress for a while.

    that idea will fall on deaf ears , however as discussed , the member of staff that took photo MUST be registed with the BPA

    I like this especially if the staff are not registered with the BPA as self ticketers

    Think the child has pointed out to them that they and the others in the big four are losing out to the budget supermarkets Lidl and Aldi (who have been benefitting from the years of austerity). They have also been going a bit upmarket too - with wine etc. Clever marketing.

    Someone at Tesco has realised that cost of shopping is a biggie for people and they are trying to get back at Lidl and Aldi where it hurts. Interesting stuff. 

    Having said that this Tesco's manager's attitude, as reported, is terrible
